The U.S. Food and Drug Administration (FDA) created and made available a new generative artificial intelligence (AI) model called Elsa with the intention of speeding up the pace of its regulatory review procedures. Early and within budget by FDA Commissioner Marty Makary, Elsa was made possible through interagency collaboration.
Elsa is on the payroll now to assist scientific reviewers and scientists by streamlining aspects of their work like summarizing adverse event reports, reading through clinical trial protocols, composing database code, and deciding on high-priority inspection targets. It usually takes FDA reviewers between six to ten months to review drug approval submissions, but Elsa does the job much quicker by reading loads of data fast, summarizing, and analyzing them.
The AI platform was developed in a secure cloud environment to ensure sensitive internal documents are safe and not used in the training of external AI models. Notably, Elsa doesn’t use confidential or proprietary information from pharmaceutical and device manufacturers, to ensure data privacy and compliance.
The initiative is one of the FDA’s long-term strategies to integrate AI technologies into its own regulatory system with the aim of having completely incorporated AI-based processes by June 30, 2025, after a successful pilot.
At the same time, the FDA issued draft guidance regarding the use of AI to aid regulatory decision-making for drugs and biological products. The guidance provides a risk-based approach for developers and sponsors to evaluate the validity of AI models that are used in drug development and during regulatory review. The FDA received a steep increase in submissions involving AI elements since 2016, which reflects the growing use of AI in healthcare innovation.
The agency emphasizes that ensuring the credibility and reliability of AI models, particularly in uses like patient outcome prediction, analysis of large volumes of data, and explanation of disease progression, is significant. Sponsors of AI-based medical products are advised to engage with the FDA early on.
The creation of Elsa and the attendant advisory demonstrate the commitment of the FDA to innovation balanced by strong efficacy and safety standards. With the adoption of AI tools, the FDA seeks to provide a twenty-first-century makeover to its regulatory procedure, enhance public health results, and facilitate new medical products being created in a secure way.
